History and Credentials

Founded in 1975 by Psychologist, Dr. Aimee Nover and Child Advocate, Ann Segal, CBCC is a private, non-profit organization. We are fully licensed (Maryland License #33118) and have been accredited by the Maryland State Department of Education (MSDE) since 2010.

The Maryland EXCELS program recognizes child care and public-school programs that are committed to providing the best possible education and care and Clara Barton is proud to be recognized annually with its highest possible rating of 5 checks due to the recognition of our amazing staff qualifications, professional development, accreditation and curriculum.

We are governed by a Board of Directors composed of parents and community members, underscoring our center’s strong tradition of family and community involvement. Children are admitted regardless of race, religion, ethnic background, or gender, and we encourage diversity among our student body and staff.

In 1995, we opened the Leslie Kohn Finn Library, honoring a beloved CBCC parent and board member whose family’s generous bequest expanded our collection to include a rich array of books and multimedia learning tools. To this day, the Finn family, together with the CBCC community, continues to support our library, keeping it a thriving resource with over 6,000 books now easily searchable in our catalog. The entire CBCC community is indebted to this thoughtful, enduring, and generous gift that makes the library a centerpiece of our school.
